Caste has such strong foundation in Asia that no tsunami can wash it, no earthquake can shake it and no flood can carry away the filth of it. Once again Dalits have been left out of any relief work in Nepal earthquake. According to the latest news from The Indian Express (29th April) Dalits are still waiting for any help from Government. Dalits houses have been devastated by earthquake but no Government is helping them. It is not the first time that Dalits have been ignored by Governments in natural calamities. One can check out from Gujarat earthquake to Tamil Nadu Tsunami to Kosi River floods in Bihar, who has suffered the most? Dalits. Dalits suffer the most in natural disasters and Dalits’ experience in natural calamities isn’t very good; Dalits have always been left out of rehabilitation.

It shows how rampant is the practice of discrimination on the basis of caste.  How the innocent dalit children are being discriminated in schools, how young minds of upper caste children are being filled with the poison of untouchability.  How dalit children are forced to sweep the class rooms and clean the toilets.   And how Maha Pandits of Kashi are defending their caste system and upper castes students demanding roll back of reservation policy.
It seems a never ending saga.


But I have different question, can't there be alternative ways of doing the much despised menial jobs in this age of technological innovations.  Can't the jobs like lifting and skinning of dead animals be done through machines.  Can't the sewer blockages be cleared without forcing a man to take a dip in the dirt.  Can't the musahaars be taught a better way of life.  Can't the dalits living in discrimination be encouraged to move out of such slavery.


I think all this can be done.  But the people like us who are out of clutches of such slavery have become slaves to new life style, new friends, new culture and new self egos.

Celebrations of 124th birth anniversary of Baba Saheb

The 124th birth anniversary of Bharat Ratan Bodhisattva Baba Saheb Dr. Bhim Rao Ram ji Ambedkar was celebrated with great love and devotion by his followers of all age at Sansad Marg, New Delhi.   This time, due to the magnanimity of one news channel, people all over the world could see the glimpse of this big Mela at Sansad Marg.

The Central Secretariat SC/ST Employees Welfare Association also participated in these celebration.  Though our preparations for these celebrations started a bit late but thanks to concerted efforts of our comrades, we were able to put up a good show of our joy.  With the guidance of Shri M.S. Kalania, Deputy Secretary we chalked out a quick action plan which was implemented quickly under the leadership of our dynamic President  Bhai Rohtas  Bhankhar.  Bhai Raj Kumar, Secretary of Association got the banners prepared.  Bhai Rohtas Ji, Dalpat Singh and myself arranged for tents and Halwa Prasad.

Blocking space at Sansad Marg was chellenging.  One small vendor of chains and zips at the footpath of Sansad Marg was very kind enough to help us in keeping the space reserved for this auspicious occasion.  He told us that us that he is also a child of Baba Saheb he will stay there round the clock till the celebrations are over.  We were touched by his emotions.  The presence of the vendor saved the space for us at the venue otherwise people from other organisations would have occupied the space for their own stalls.

Shri G.P. Sarkar called me up in the early morning to say that he would be ready to accompany us to the Halwai Shop to pick up the Halwa Prasad, which we had got prepared at special order.  I was greatly relieved with his call. Bhai Dalpat Singh, myself and my younger son Shashank left together to be with G.P. Sarkar to pick up the Halwa.  G.P. Sarkar Sahab was waiting for energetically.  He called an auto-rickshaw, loaded the Halwa-pans himself  and sat in the auto-rickshaw along with my son.  He asked me and Dalpat Singh to hurry to the venue.  I  was over-whelmed with emotions to see his devotion to Baba Saheb.

At the venue, our friends Sanjeev Kumar, M.L. Verma and R.S. Verma were already waiting for us.  In a few minutes time, Shri Ram Lakhan, Dy. Secy. (AYUSH), Rajbir Singh, Dy.DGFT, too arrived.  Thereafter, friends kept coming one by one.  Beautiful children along with their parents and elders were adding sparkles to the occasion on Sansad Marg.  Young boys and girls were chanting songs and slogans in the praise of their Messiah.  Few were dancing at the beats of a big Drum placed on small wheels. Every one was charged up with emotions of gratefulness to Baba Saheb.

At around 10.15 a.m. we started distributing Halwa Prasad to all the visitors on Sansad Marg.  It was a great feeling to share the prasad with so many brothers and sisters and children.  After Halwa Prasad, one of our friends brought  packets of Frooti and water which was distributed among a large number of people.   As soon as Frooti juice and water was finished,  Bhai Promod Kumar Nim from DGFT brought three bags full of oranges for distribution to the devoted followers of Baba Saheb.  Such sharing gave immense pleasure not only to those who distributed but also to those enjoyed such distribution.

Smt. Vimla Saroha, Vice - Chairman, Dr. Ambedkar Foundation and Shri Ram Ratan, Member, Dr. Ambedkar Foundation, Shri R.S. Punia, ex- Dy. Secy. visited our stall and shared their views.   Many senior officers like Shri Raj Singh, Joint Secretary in Agriculture, Shri Ajay Kumar, IRS and Shri R. Muthuraj, ITS graced our stall along with their families. S/Shri  Ashish Gawai, Joseph Barla, A.K. Dungdung,  Yoginder Singh also spared their time to be part of the celebrations.

We are grateful to all our friends who joined us in our small effort to be a part of the big event.  We are also grateful to all those who could not join us at Sansad Marg but their hearts were with us.

I would only like to say that communities remember their great people and express their gratitude towards them through such occasions only.  We should always be together to celebrate the special days associated with our great pantheons like Baba Saheb, Mahatama Jyotiba Phule, Birsa Munda and so on.

समाज के जिम्मेदार लोगों से बाबा साहब डाँ. अम्बेडकर ने अपने एक ऐतिहासिक भाषण द्वारा आगरा में 18 मार्च 1956 को  उपस्थित जन समूह से एक अपील करते हुए कहा था कि;

पिछले तीस वर्षों से तुम लोगों को राजनैतिक अधिकार के लिये मै संघर्ष कर रहा हूँ। मैने तुम्हें संसद और राज्यों की विधान सभाओं में सीटों का आरक्षण दिलवाया। मैंने तुम्हारे बच्चों की शिक्षा के लिये उचित प्रावधान करवाये। आज, हम प्रगित कर सकते है। अब यह तुम्हारा कर्त्तव्य है कि शैक्षणिक, आथिर्क और सामाजिक गैर बराबरी को दूर करने हेतु एक जुट होकर इस संघर्ष को जारी रखें। इस उद्देश्य की प्राप्ति के लिये तुम्हें हर प्रकार की कुर्बानियों के लिये तैयार रहना होगा, यहाँ तक कि खून बहाने के लिये भी।

नेताओ से कहा; यदि कोई तुम्हें अपने महल में बुलाता है तो स्वेच्छा से जाओ। लेकिन अपनी झौपड़ी में आग लगाकर नहीं। यदि वह राजा किसी दिन आपसे झगड़ता है और आपको अपने महल से बाहर धकेल देता है, उस समय तुम कहां जाओगे? यदि तुम अपने आपको बेचना चाहते हो तो बेचो, लेकिन किसी भी हालत में अपने संगठन को बर्बाद होने की कीमत पर नहीं। मुझे दूसरों से कोई खतरा नहीं है, लेकिन मै अपने लोगों से ही खतरा महसूस कर रहा हूँ।

भूमिहीन मजदूरों से कहा कि "मै गाँव में रहने वाले भूमिहीन मजदूरों के लिये काफी चिंतित हूँ। मै उनके लिये ज्यादा कुछ नहीं कर पाया हूँ। मै उनकी दुख तकलीफों को नजरन्दाज नहीं कर पा रहा हूँ। उनकी तबाहियों का मुख्य कारण उनका भूमिहीन होना है। इसलिए वे अत्याचार और अपमान के शिकार होते रहते हैं और वे अपना उत्थान नहीं कर पाते। मै इसके लिये संघर्ष करूंगा। यदि सरकार इस कार्य में कोई बाधा उत्पन्न करती है तो मै इन लोगों का नेतृत्व करूंगा और इनकी वैधानिक लड़ाई लडूँगा। लेकिन किसी भी हालात में भूमिहीन लोगों को जमीन दिलवाले का प्रयास करूंगा"।

अपने समर्थकों से कहा कि बहुत जल्दी ही मै तथागत बुद्ध के धर्म को अंगीकार कर लूंगा। यह प्रगतिवादी धर्म है। यह समानता, स्वतंत्रता एवं बंधुत्व पर आधारित है। मै इस धर्म को बहुत सालों के प्रयासों के बाद खोज पाया हूँ। अब मै जल्दी ही बुद्धिस्ट बन जाऊंगा। तब एक अछूत के रूप में मै आपके बीच नहीं रह पाऊँगा, लेकिन एक सच्चे बुद्धिस्ट के रूप में तुम लोगों के कल्याण के लिये संघर्ष जारी रखूंगा। मै तुम्हें अपने साथ बुद्धिस्ट बनने के लिये नहीं कहूंगा, क्योंकि मै आपको अंधभक्त नहीं बनाना चाहता परन्तु जिन्हें इस महान धर्म की शरण में आने की तमन्ना है वे बौद्ध धर्म अंगीकार कर सकते है, जिससे वे इस धर्म में दृढ़ विश्वास के साथ रहें और बौद्धाचरण का अनुसरण करें।

बौद्ध भिक्षुओं से कहा कि बौद्ध धम्म महान धर्म है। इस धर्म संस्थापक तथागत बुद्ध ने इस धर्म का प्रसार किया और अपनी अच्छाईयों के कारण यह धर्म भारत में दूर-दूर तक गली-कूचों में पहुंच सका। लेकिन महान उत्कर्ष पर पहुंचने के बाद यह धर्म 1213 ई. में भारत से विलुप्त हो गया जिसके कई कारण हो सकते हैं। एक प्रमुख कारण यह भी है की बौद्ध भिक्षु विलासतापूर्ण एवं आरामतलब जिदंगी जीने के आदी हो गय थे। धर्म प्रचार हेतु स्थान-स्थान पर जाने की बजाय उन्होंने विहारों में आराम करना शुरू कर दिया तथा रजबाड़ो की प्रशंसा में पुस्तकें लिखना शुरू कर दिया। अब इस धर्म की पुनर्स्थापना हेतु उन्हें कड़ी मेहनत करनी पडेगी। उन्हें दरवाजे-दरवाजे जाना पडेगा। मुझे समाज में ऐसे बहुत कम भिक्षु दिखाई देते हैं, इसलिये जन साधारण में से अच्छे लोगों को भी इस धर्म प्रसार हेतु आगे आना चाहिये और इनके संस्कारों को ग्रहण करना चाहिये।

शासकीय कर्मचारियों से कहा कि हमारे समाज की शिक्षा में कुछ प्रगति हुई है। शिक्षा प्राप्त करके कुछ लोग उच्च पदों पर पहूँच गये हैं परन्तु इन पढ़े लिखे लोगों ने मुझे धोखा दिया है। मै आशा कर रहा था कि उच्च शिक्षा प्राप्त करने के बाद वे समाज की सेवा करेंगे, किन्तु मै देख रहा हूँ कि छोटे और बडे क्लर्कों की एक भीड़ एकत्रित हो गई है, जो अपनी तौदें (पेट) भरने में व्यस्त हैं। मेरा आग्रह है कि जो लोग शासकीय सेवाओं में नियोजित हैं, उनका कर्तव्य है कि वे अपने वेतन का 20 वां भाग (5%) स्वेच्छा से समाज सेवा के कार्य हेतु दें। तभी समग्र समाज प्रगति कर सकेगा अन्यथा केवल चन्द लोगों का ही सुधार होता रहेगा। कोई बालक जब गांव में शिक्षा प्राप्त करने जाता है तो संपूर्ण समाज की आशायें उस पर टिक जाती हैं। एक शिक्षित सामाजिक कार्यकर्ता  समाज के लिये वरदान साबित हो सकता है।

छात्रों एवं युवाओं से कहा कि

 मेरी छात्रों से अपील है की शिक्षा प्राप्त करने के बाद किसी प्रकार कि क्लर्की करने के बजाय उसे अपने गांव की अथवा आस-पास के लोगों की सेवा करना चाहिये। जिससे अज्ञानता से उत्पन्न शोषण एवं अन्याय को रोका जा सके। आपका उत्थान समाज के उत्थान में ही निहित है।

"आज मेरी स्थिति एक बड़े खंभे की तरह है, जो विशाल टेंटों को संभाल रही है। मै उस समय के लिये चिंतित हूँ कि जब यह खंभा अपनी जगह पर नहीं रहेगा। मेरा स्वास्थ ठीक नहीं रहता है। मै नहीं जानता, कि मै कब आप लोगों के बीच से चला जाऊँ। मै किसी एक ऐसे नवयुवक को नहीं ढूंढ पा रहा हूँ, जो इन करोड़ों असहाय और निराश लोगों के हितों की रक्षा करने की जिम्मेदारी ले सके। यदि कोई नौजवान इस जिम्मेदारी को लेने के लिये आगे आता है, तो मै चैन से मर सकूंगा।"

Why Reservation

The issue of reservation based on economic criteria is often debated in media and public. I would like to add to such debate that reservation for dalits in jobs etc. in India was imposed by the British in 1942 at the recommendations of Baba Saheb Bhim Rao Ambedkar.  No upper caste leader has ever liked it.  

The Constitutional provisions for reservation in the matters of APPOINTMENTS have never been implemented properly.  These provisions have been followed selectively for appointment at the lower levels in Government.  There has never been any reservation in  APPOINTMENTS to higher level posts which is the most required thing to achieve the goals of an equity based society. 

 

India did make land reforms during early decades after independence.  One can hear stories from Chaudharies and Dabangs in the villages, how they shooed away dalits from the small holdings given to them from the surplus land. There was no one in key positions to save the poor dalits from the wrath of such bullies in villages.  In business, even the powerful have felt helpless before traditional businessmen of India so far. Thus the Dalits have never been allowed to grow to their full potential.

Some people say that reservation will become irrelevant when there are plenty of jobs.  But I would ask that if such is the case, then have the cases of discrimination and atrocities against Dalits  should have stopped happening in the prosperous States like Gujarat etc.

Therefore, reservation is not about employment alone.  It is very much about representation and partnership of Dalits in the running of the country.  One can see how the Blacks of South Africa have become so competent within few years of their emancipation to hold all top level posts in their country through representation whereas Dalits in India are not considered worthy of growing beyond a point even after their three generations having been educated.
